Gerard is Professor Emeritus of Law at Washington University of St. Louis, from which he received his undergraduate and law degrees (A.B., 1957; J.D., 1958). He is a member of Phi Beta Kappa and The Order of the Coif, and was editor-in-chief of the Washington University Law Quarterly (1958).. Professor Gerard is the author of numerous articles on constitutional law and forensic psychiatry, his other specialty. He edited a volume of essays commemorating the hundredth anniversary of the Fourteenth Amendment. Professor Gerard's article on the First Amendment and outdoor advertising won the 1984 John C. Vance award of the Transportation Research Board. He is frequently called to testify before committees of the U.S. Congress on constitutional issues.
