For ten years, Mr, Rubin was the principal environmental law isntructor to the U.S. Army Corps of Engineers, with emphasis on RCRA, CERCLA, the Clean Water Act, endangered species, and NEPA. Mr. Rubin served with the Office of General Counsel, USEPA, and the Appellate Section, Environment and Natural Resources Division, United States Department of Justice. He has lectured in Japan and has been a frequent guest instructor at Cornell University's Law School, and College of Engineering. His books and articles include
Air Pollution, Environmental Controls in the European Community, Federal Regulation of Toxic Substances, and
What the Business Executive Needs to Know About Environmental Laws and Regulations. His M.S. thesis addressed the use of activated carbon and chlorine to convert municipal sewage to drinking water.
