She holds memberships in the New York State Bar (since February 2001), the District of Columbia Bar (since April 2000), the Virginia State Bar (since November 1994), the United States District Court for the Eastern District of Virginia, the United States District Court for the Southern District of New York, the Fourth Circuit Court of Appeals, and the Eighth Circuit Court of Appeals.

Brown earned her B.A. degree in Foreign Affairs and French from the University of Virgina, from which she also received her J.D. degree. She is a past President of the Washington, D.C. Chapter of National Association of Women in Construction, and a founding member of the Women's Legal Networking Group in Washington, DC.
