Marvin Rachlin is of counsel with Vincent J. Russo & Associates, P.C. and lectures in New York and nationally on elder law. He previously was chief counsel to the Nassau County Department of Social Services for more than 20 years and responsible for the administration of the countrys Medicaid program since its inception.
