Mr. Rosengren is a partner in the Hartford, Conn. office of Pepe & Hazard LLP. He has litigated and arbitrated more than 100 construction cases. Mr. Rosengren is admitted to practice in Connecticut and Massachusetts. He received his bachelor of arts degree from Randolph-Macon College in Ashland, Va. and his juris doctor degree from the University of Virginia School of Law.

He currently is a member of the Connecticut Bar Association’s Construction Law Executive Committee and serves on the board of directors for the University of Hartford Construction Institute. Mr. Rosengren also is honored as a James W. Cooper Fellow of the Connecticut Bar Foundation.
