Evans has a law practice in Pittstown, New Jersey concentrating on drug-free workplace, drug testing, and substance abuse issues. He has authored many books on the legal aspects of substance abuse. Mr. Evans is the former Chairman of the Alcoholism Committee of the New Jersey Bar Association and of the Alcoholism and Drug Law Reform committee of the Individual Rights and Responsibilities Section of the American Bar Association.

Mr. Evans is the Executive Director and founder of The Drug Free Schools Coalition, an organization of school administrators, teachers, counselors, parents, and students dedicated to helping schools become drug-free. The Coalition is based in Flemington, NJ and has advocated nationally for student drug testing.

In June 2003, Mr. Evans received the prestigious John P. McGovern Award for Leadership in Drug Abuse Prevention for creating the student drug testing program at Hunterdon Central Regional High School in Flemington, NJ.
